No its not. GOP would have given Obama a win had he proposed anything remotely good.

True, they did sometimes give Obama a win (thanks, RINOs) but they also used the debt-ceiling stuff to get concessions out of Obama. The GOP started over-spending again as soon as a GOP president was back, just like they did with Dubya. Totally stupid.
