Age of consent is 16 in most of the U.S. its 18 in California. Therefore I can't trust this to not be an example of unequal treatment under law. They say children, which a 17 year old is legally called when a victim, but if the 17 year old commits rape or murder they're a "teen".

None of these guys are under 18 and they all have been accused of attempting to meet up with children to solicit sex.

This is not a case of a teenage boy having sex with a teenage girl.

If she's 17 she'd be legal for any of these men in most of the U.S. A law which turns someone from an innocent being in one local area into a "child rapist" in another local area within the same country cannot be said to be just or fair, but cruel and unusual, given as we know the disdain for people labeled as sex offenders.
