EVERY goddamn HR department in EVERY company is like 99.9% femaile, from top to bottom. If you're a man, with some gumption, you can take advantage of the quota bullshit, and make a pretty fantastic career outta that bullshit. Added bonus, you can help strangle it from the inside.

it arrived ~30 years ago replacing personnel departments and immediately started fucking everything up.
At the time, I used to work for a division of GEC, we had some 1,200 people nationally, and personnel was handled by the company sec and his secretary.
then the holding company pushed a new HR manager on us, he brought in 5 more staff and within 12 months had pissed everybody off, we went from being about to go and have a quiet word if you had a problem to the nuremberg trials over a coffee machine dispute.
I and many others left (not just because of this) and that division no longer exists now.
