So I’m torn, how do we get rid of entrenched bureaucrats who use our love of freedom and system of government as a shield for their corruption without resorting to dictatorial rule.
My only option is that the head of the Department of Justice should not have to be affirmed by Congress. It should be the only department head the president has complete control over in terms of hiring and firing.
Every employee and appointee of the Intelligence Community gets fired. Give them two weeks notice, full severance, full pension, revoke their security clearance. Hire non-political newbies to replace them;
Pass Legislation to create term limits on Congress and Senate. For Congress, you can't serve more than 5 terms (10 years). For Senate, you can't serve more than 2 terms (12 years.)
I think Item 1 can be accomplished via creative EO (with reducing funding to $0). Item 2 would actually need support of the elected reps, which is difficult. But, if you make it part of your platform, I'm sure the public would want to see it enacted.
Don't replace them. The intelligence agencies themselves are the problem. Replace the people with new ones, and it won't take them long to figure out that they can do a lot of bad stuff with so much power and so little oversight.

So on his last day, Trump passes an executive order: "The overreach of the executive branch being overwhelming and enabled entirely by the judiciary, in clear violation of the separation of powers, from today forth presidents, past or future, may not issue any executive orders or decrees without the approval of 45th president Donald J. Trump. Signed, Donald. J. Trump"
My understanding is that Trump is allowing "employers to defer payment of the employee portion of payroll tax", which means that you would still have to withhold income tax from your paycheck (FICA, federal, and state taxes), but the employer does not have to remit the taxes until a later date if they elect to do so. It essentially allows business to have more cash in the near-term, but they have to be careful because eventually they will have to pay the tax when it becomes due.
I am honestly not sure about the tax consequences of the unemployment funds. I haven't looked closely at Trump's executive order. I only heard what he said in a news conference, which was about the deferred payroll tax mentioned above and the $400/month unemployment stimulus extension. I didn't hear anything about the tax consequences of the unemployment benefits. I believe unemployment benefits are generally taxable though.
It really is brilliant, because he is giving people a bonus (read: loan til next year) that are still working. It will help stimulate the economy and give most people enough extra cash to keep going this year.

Congress will never pass term limits...ever. the only way that will happen is by pruning the tree of liberty.
A constitutional convention is another way, but it's been a slog getting all the states needed to sign on.

The beauty of this is the payroll tax. People will make way more by working than staying on unemployment.
