They'd need to preserve the original photo in some way that it could be disseminated and authenticated after the story broke. Otherwise the NPCs will think the real photo is the Photoshopped one.
A skilled photoshop pede should put some maga hats on these guys and submit the photo to multiple outlets to see what happens.
