I think you're missing something. He's talking about the two dead men walking holding a person hostage on a public road. They're not ending conflict they're escalating it.
Citizen's arrest is perfectly legal, if we stop a felony in progress. We had the chance to stop ALL this mess by physically removing our Governors from Office, anytime from 3/31 - 5/22. Mass murder being the main charge, with zillions of others. This still might be our best option, but obviously we'd have more resistance now.

Yeah, I'm sure they are illegally detaining the car. I meant that it's messed up if you cant use a weapon to legally detain someone.
