Every sheriff's office in my state instituted a covid protocol so you need to schedule an appointment to come in and renew your concealed carry license. They're all booked up into early 2021. I've effectively lost my right in a "shall issue" state to carry concealed because of covid.

They did this to us in IL. In IL you can't own a gun without a state issued FOID card (firearms owner ID, huge breach of the 2a, I know). The foid office has been closed since March, no new foid cards are being issued.
My buddies foid expired, no foids are being reupped either.

A huge breach indeed. Do they expect your buddy to just get rid of his guns since the state failed to maintain the process to renew his license? I hope not. If he gets into trouble for just having a gun with an expired FOID card I'd hope plenty of local attorneys would be willing to help.
Yeah they expect him to give up his guns, and if cops bust him w guns and an expired foid, it's 30 yrs in prison.
