The percent can vary from school districts but overall, you're correct. Even if you allow for most of the teachers in any one school or district to be non-political or conservative, the administrations are saturated with lefties. It is almost impossible to become a superintendent in any city without being far left. The same is true for the school board and the principles.
Lefties simply will not give a single career advancement opportunity to anyone who is not a lefty. The strategy was devised by Gramsci and it's called the Long March Through the Institutions. The idea is that a lefty never promotes, hires, mentors, provides opportunities or considers anyone to the right of that lefty. A Democrats superintendent will never allow a non-Democrat to become a principle. A principles will never promote a non-Democrat to any administration position within the school. This is how the left took over schools, colleges, government bureaucracies, etc. heck, even churches have this problem. The lefties constantly act like a cabal and push further and further to the left. This is by design. For decades, even generations, the left has diligently sought to push conservatives, independents, even moderate liberals from the ranks of any decision making at each and every organization they can infiltrate. They'll even destroy unions, businesses, schools, churches, social organizations in the process.
Public schools are not trying to educate kids so they know how our government, our laws, our society work. They are not trying to teach kids practical things or introduce career and business opportunities. Instead, they are focusing on making kids hyper sensitive to race, confused on sexual and gender issues and in a moral panic over environmental issues. Every school kid is afraid of climate change/ global warming but is indotrinated with a knee jerk attitude about Islam being a religion of peace. Every school kid can rattle off a list of different gender identities and examples of racism but few of them read books, can give the name of an elected state or local representative, know how a bill is passed through congress or can explain how taxes work.
