If he actually suspended collection of "payroll" tax, then this image is incorrect. Payroll tax is FICA, i.e. SS, Medicaid, disability, etc.

I am confused by this post. It is intellectually too far above me. I always thought Fed Tax was the withholding tax on your income, and the Payroll Tax was the amount you chip in to pay for Soc Sec benefits for those 65 and up (legalized Ponse Scheme set up by Dem FDR. Bernie Maddoff anyone?)
As others have said. "Payroll taxes" are the FICA and Medicare. No one in their right mind would stop to main Federal tax. IRS would be like dogs next April.
OP, you just have the titles backwards.
How do you know he suspended withholding? If he did, a lot of people will just wind up owing at tax time. Not good.
To add to my comment, the last payroll tax holiday was SS and Medicare taxes (the one Nancy wasn’t worried about)
