So businesses have to pay sales tax on non-essential goods. It's not a tax on the customer to buy, but a tax on the business to sell. To maximize profits, businesses charge the customer the sales tax amount. When it comes to pay the sales tax, it doesn't cost the business anything. A tax meant for businesses is passed onto the customer. I do it, that clothing store on the corner does it, 99.8% of business do it.
EDIT: And on payroll tax: businesses have to pay a percentage of tax for every employee they have based on the amount they pay. A lot of businesses also take this out of the employee's check when they withhold the income tax.
Here in blue NY it is selfish to not want to give the government your money. It is accepted that taxes cam and should go up and that any problem can and should be "fixed" by the government.
