They are scared. People know what the terrorist group is capable of so they give in due to fear. Same thing with businesses putting BLM on their windows, hoping they don't get looted and burned down. Fuck BLM Inc.

It's like a grown-up version of childhood bullies, except in this case the students who were trying to peacefully mind their own business as they ate lunch in the cafeteria discover that the adult staffers have exited while handing over authority control to a gang of Lord of the Flies fascist wannabe tyrants.

Truth be told, they're raising their hands out of something called "duress". In other words, they're holding their hands up because they don't want to be killed or have their lives destroyed.
