Say you have proof, enough for a court of law but bendable in the court of public opinion that Obama + team spied on the Trump campaign. Do you arrest Obama+team just prior to the election? See, if it's true, then Obama+team should be tried for treason. The thing is, if you do so, you look like a third world Pakistani dictator... which could fuck you with the independent vote. It's a delicate game. I think we all know he did it, the only thing left to see is what Trump+Barr+Durham end up deciding to do. Maybe they could spin it into an "October surprise", where they announce some kind of criminal conspiracy.
