Republican Congress? Power resides in the President, and SCOTUS.
Republican President? Power resides the President (Obama's Executive Orders, anyone?), and SCOTUS
Republican SCOTUS? Power resides in President and Executive Action,
etc, etc, etc... Wherever the Democrats hold sway, obviously that's the real authority that should be respected and blah blah blah blah. It's transparent and scummy and it's been their playbook for decades.
