Virginia had the perfect system up until a year or so ago. Voter ID was mandatory to vote, but you could get a free Voter ID (not drivers license) if you were unable to get another government issued ID. You could even get it on election day. But apparently instead of being an example to other states how well it could work, other states were an example for how to cheat that we followed.
