That plan works except for the small detail that the Electoral College exists. It meets December 14, and is the actual Presidential election. If a state can’t figure out which electors to send or who to vote for, well, sucks to suck. The Dakotas and most of the Midwest are (unless Yellowstone explodes) voting for Trump, so he’d be President in that scenario
No I didn’t, because that compact isn’t in effect until 270 votes worth of states sign on. Besides, that doesn’t change the issue that Electors are actual people that meet at the state Capitol, and the state has to somehow figure out who they are/who they vote for

They did, plus it can't be done without a Congress of States vote, which takes a majority of states. They do not have that.
