perfect example is the Grand Inga in the Congo. since 1950 they've wanted to install 40GW of hydroelectric power generation. they've managed to install 2350MW that operates at 40% of capacity.
everyone they've gotten involved from BHP, World Bank, and just recently Spain's ACS, has signed up, then GTFO after trying to work with the endless line of corrupt african leaders. ACS hilariously said on the way out, "the whole continent of africa is a shithole and we're never going back" (paraphrased).
Do you think it would be more difficult then the journey humans went through to found the US? Being different times I can see advantages and also disadvantages, but it's interesting to think about.
That would solve a lot of the issues that continent has, they would need a strong and robust second amendment and military to defend themselves from the other countries around them

Still have to overcome the IQ hurdle but you could fix a lot of it by reducing environmental causes if starting from a blank slate
