That's a fair point but look at the enemy. They are not a fighting force. Collateral, while present, would not be significant. Barring military intervention the fighting would be over within a week. Even the the armed thugs in Chicago aren't any good with guns. The only people who would try ti fight would be blacks as they are the only ones with an axe to grind. All other minorities would just want to get back to their jobs. It would be hard to call it full scale war. If it were then your point would be right on.
