My hometown had affordable housing put in back in the early 90s and it has and for the most part was and continues to be majority populated by poor white people. I lived on the Gulf Coast and a lot of people had to buy flood insurance because the areas they were in had subsided and had started to flood in the lower areas. The insurance companies got tired of paying the people who continued to live in those areas so they came up with flood insurance. It was much more expensive and it really weeded out the people who refused to move. They should do the same here. If businesses want to be in high risk areas, then they should pay a lot more for their insurance and it CAN'T be passed along to the other people living in the area.
