Being on EBT (food stamps) generally qualifies you for a free cell phone courtesy of the US Taxpayer. This was an Obama-era initiative. It allowed misinformation to spread around the southwest side of Chicago like wildfire. And just like that, criminals descended on the downtown to pick up their free designer footwear.
