They needed another way to continue surveillance on the Trump campaign, and they already had the "Muh Russia" thing cooked up as a Plan B/C/D because, literally, Fusion GPS had the genesis of the "Steele Dossier" already cooked up. They handed that off to Steele to launder it. Steele added his tidbits in, all with coordination of the FivEyes/Brennan CIA/MI6/Halper/Aussies, and of course the FBI who were intimately aware of what these "contractors" were doing when they did tens of thousands of illegal NSA searches.
