The rest is covered by the Rio Grande. Which is passable, of course, but I it's not being extended that far.
The wall is passable too with help, but it's mainly designed to deter opportunist caravans and families to the same degree the river already does. The truly determined/criminal will always find a way.
The wall will never stop illegals. But it will reduce a flood to a trickle. So walling the river would cost a fortune, but not deliver much additional security.
