Hook up one end of wire to one side of one of those HUGE ASS capacitors that are used in the bazooka bass amplifiers. Hook the other wire to the other side of the capacitor. When the two sections of wire have something to bridge the gap it will sizzle like a bug zapper.

That just insulates the chassis from the ground. The chassis can still be electrified.
