One would have to probably install a conductive bar that goes around the vehicle that is grounded from the vehicle itself, and run a current through it, like some sort of external roll-cage or a metal mesh. Once one had that separated from the vehicle sufficiently, one could amplify that current as much as they like with a variable controller from inside the cab. I would imagine a second power supply, separate from the vehicle's battery, would be ideal.
