A brown skinned person can be of sufficiently dark skin tone to be considered or appear "black". But not every person that is black is African. They can't just say black, though, because that maximum raycis. So they end up substituting it with African American. It's funny because they often refer to black nationals of England or France from the colonies as African Americans.
That's where fear of words get you - confusion, and inability to communicate properly.
