Maybe set up a (volunteer or mandatory?) conscription-like system where individuals take shifts working their jobs and shifts being in the militia, or stop paying taxes if the funds are used to support the rioters and murderers and instead pay taxes to these militias? While still working to strengthen, support and reform the police and purge it of traitors. The national guard ought to be involved as well. Though the justices and politicians that are even breaking the law to help the rioters and murderers also need to be prosecuted and deposed.
