Off the top of my head, perhaps reach out to the VA? I know their care can be a bit dubious, but it is a start. For the social aspect, that's all you! You seem to have a good head on your shoulders, and company goes a long way for someone's mental and physical health.

I've got nothing to add but I wanted to comment and help possibly boost this so some of our late night crew will see it. You are truly a wonderful human being and while I'm not particularly religious myself, I do believe there is a very special place post mortem for people like you. May the angels of whatever force watches over us bless you and Earl for the rest of your lives.

It seems that the Department of Veterans Affairs are focused on helping elderly Veterans. Their webpage https://www.va.gov has a "Contact us" link at the top which provides a phone number and this form for submitting specific questions.
