Because they get off on regulating literally everything. If the governments tentacles aren't touching it, you bet they are trying to figure out a way to touch it. So when someone cuts one of their slimy tentacles off, they react like anyone would when their tentacles are cut off.

One if the greatest things President Trump has done was to eliminate mountains of government regulations.

Fewer regulations = fewer government employees.
