Because they get off on regulating literally everything. If the governments tentacles aren't touching it, you bet they are trying to figure out a way to touch it. So when someone cuts one of their slimy tentacles off, they react like anyone would when their tentacles are cut off.

Fewer regulations = fewer government employees.
