Now it's time to inform institutes of higher learning that received the benefits of a Confucius Institutes center that they will be sending those funds to the federal government. Something about colluding with a foreign power, espionage, sedition, etc.

This is only a start. Make the colleges and universities pay with a pound of flesh (or endowments work too).
