"America has become a dumping ground for everybody else's problems. And these aren't the best and the finest. When Mexico sends it's people, they're not sending their best. They're sending people that have lots of problems. They're bringing crime, they're bringing drugs, their rapists, and some I assume are good people."

He's talking about the pattern Mexico has of encouraging it's poor to migrate, using America as their welfare program.
