The Postmaster General makes all the decisions on how the USPS is run. It is a separate Entity from the Executive Branch. The Constitution requires the USPS to serve in the United States, Congress or the President does not make decisions on how it operates, that is the Postmaster Generals responsibilities.
AAND While we are on that subject!!!! Congress passed a law (in 2006) requiring the USPS to finance future employees pensions for the next 75 years!!! That meant that the USPS was on the hook for $110 BILLION Dollars!!!
THIS is the exact reason why the USPS is always in the news for not turning a profit or being able to survive (look at the news headlines - it will always say the USPS fell short again on meeting its financial responsibilities)!!! Congress is the sole reason why the USPS could fail!!!!
