Obama in 2008 got 99% of 100% turnout which is 99%, and sweeps in a Dem congress.
Hillary got 90% of 90% turnout which is 81% and lost Michigan...
Joe/Hoe could be headed for 80% of 80% which would be 64% and that would move Virginia and even New Jersey to the GOP column. That could even be enough for Trump to win Illinois and New York.
He did shift it about 5% away from the dems. 88% of the black vote still went to Clinton though.
