Obama in 2008 got 99% of 100% turnout which is 99%, and sweeps in a Dem congress.
Hillary got 90% of 90% turnout which is 81% and lost Michigan...
Joe/Hoe could be headed for 80% of 80% which would be 64% and that would move Virginia and even New Jersey to the GOP column. That could even be enough for Trump to win Illinois and New York.
