This "tolerance" for misbehavior by minorities infected the public school systems years ago by implementing racial "quotas" for suspensions and expulsions. It was observed that minorities were receiving a higher percentage of suspensions and expulsions. So their solution was simply to restrict the use of these disciplinary tools against minorities. Of course you can observe how well this has worked out.
I understand your point. It leaves you with basically two choices:
Try to tolerate the disruptive elements within your class (as they disrespect and undermine your authority), thereby depriving the other students of a safe and healthy learning environment.
Remove the disruptive elements within your class, passing the burden onto someone/somewhere else - or release them back onto the streets.
There really is no "good" solution for urban schools. The only long-term answer - as you point out - is to somehow induce a change/evolution in the inner city urban culture.
However, this problem also exists within suburban schools where there is a more mixed/balanced demographic. Do you take option #2 off the table just because a higher percentage of your discipline problems are minorities? This is basically admitting that minorities are more likely to have a problem with authority, which would be racist. But, of course, we can't look at these issues objectively because that would be racist as well.
Uh, some of those do actually impact public safety, and the consumption of alcohol can elevate just about everything on that list. If you trespass into private property while drunk and act like a violent fool, you're apt to get shot.

When you set community standards this low, the end results are communities that no one wants to live in. This is the definition of "soft bigotry of low expectations."

Alcohol on streets, Jaywalking, Spitting and Biking on the sidewalk are things im OK with not wasting police resources on.
