I assume because HHS started tracking the data directly because CDC was taking a week or more to process the data.

Trump blocked the cdc from processing the numbers because he figured out they were elevating the death and infection rates.

HHS took it over because nobody in the WH or the task force trusted the CDC’s numbers and the CDC was also too slow.
