Go to the bottom of page 13. Table 14 information.

Take 563,940 Black victims of violent crimes committed by 10.6% of white offenders gives you 59777 committed by Whites.

Divide that by 76.3% White population used Census. Using https://www.census.gov/quickfacts/fact/table/US/PST045219 for population of 328,239,523 population gives 250446756 White people.

Divide 59777 by 250446756 = 0.00023868147

0.00023868147 * 1 million = 238 White on Black violent crimes per million

OP has 282 for White on Black.

Take 3,581,360 White victims of violent crimes committed by 15.3% of Black offenders gives you 547948 committed by Blacks.

Divide that by 13.4% Black population used in the census. Which gives you 43984096 Black people.

Divide 547948 by 43984096 = 0.01245786658

0.01245786658 * 1 million = 12,457 Black on White violent crimes per million

OP has 12,209 for Black on White.

The disparity is probably the population of each race used.
