To those that remain. Only employees are protected by unions. When a company or agency has layoffs or workforce reductions, there may be regulatory compliance with the process but the layoffs happen.

In addition, unions mostly work for the employees, not upper level management. That’s why it’s easier for a city to cut the salary of the police chief in half than it is to reduce the salary of a working police officer.

You are right about the contracts... if the city attempts to indulge or otherwise interfere with pension or health benefits then there will be legal challenges.
