The Constitution is very explicit about what happens if neither candidate secures 270 electors before mid-December: the House picks from the TOP 3 candidates, which most likely will be Donald Trump, Joe Biden, and Jo Jorgenson. They are restricted to this list.
Furthermore, the House doesn't just hold a simple vote. The representatives form state blocs and vote amongst their own state representatives. Right now 26 states have more Republican representatives. Pennsylvania is tied so the Democrats only control 23 states. Unless representatives broke from their party, Trump would still win the House even with the Democrats having more representatives due to their over-representation in California. Michigan is the only state with a Libertarian representative. He's a former Republican who would symbolically vote for Jo Jorgenson but that doesn't change anything.
Meanwhile in the Senate, Pence would easily secure a majority.
