What can the federal government do in a potential outbreak? They can declare a public health emergency which automatically allocates funding to start addressing that. Did the federal government do this? Yes. In JANUARY.
What can the federal government do in a pandemic? They can declare a national emergency which, again, allocates more funding and expands resources to address the emergency. Did the federal government do this? Yes. The day after it was declared a pandemic.
What can the federal government do to mitigate the impact of a pandemic? They can go through congress to pass a spending bill as a stimulus to help people, companies and local governments with money and funding. Did the federal government do this? Yes. Very early on and maintained it until last week when the democrats didn't get what they wanted.
What can the federal government do to help allocate supplies? They can realize that the supply chain relied heavily on China and sufficient supplies would not be available to even manage early on so the responsibility was put on the state governors to do their jobs. Once the supply chains were established, the distribution was put under the control of FEMA who has been handling it now for months without any problems.
What CAN'T the federal government do? Issue shutdowns, force people into nursing homes, require people to wear masks, cancel schools, etc. Any decisions made which did this was not only the decision of the state and local governments but it was not a decision that could even be made at the federal level.
