That's an end table that they propped up to make it look like he has a nice desk and then they had to elevate everything else accordingly.

It probably just has to do with lighting, camera angle, how the background looks and/or other considerations when setting up something like that.

Note: the white arrows on the black curtains are actually in the picture. Presumably, they show him how to get out of the maze. Also, is there a fire in the fireplace? What's glowing? In August?

It's pretty clear that they did this to get a particular background while maintaining a good angle to his face but man if this isn't a perfect image to capture "political theater" I don't know what is.

I work 80 hours a week and this SOB has a nicer basement than I do a house. Must be nice working for foreign governments for 50 years while dumb SOB's like me have to go work from 8am to midnight.

Good eye pede. I believe it's just aesthetics to frame the shot in a way that pleases the eye. It's so all the lines and elements in the background are composed properly. It looks to me like they adjusted everything to fit the composition in camera more tightly.
