If the search feature in the map worked maybe. Q has always referred to it as "the question", and "the question" has ALWAYS been who is q, not what do you think of Greene's opinion on Q. A) Drops a name
B) Says "I have no idea", or similar
C) or he just ignores it and moves on to the next question.

I can't find where Q said the question is "Who is Q" all I find are references to "the Q" or "the question."

So Q never said the question is "Who is Q" so we can't say the question must be exactly phrased as "Who is Q".
https://qmap.pub search feature works fine for phrases if you use quotes. "Who is Q" returns only titles, which don't come from Q.
