You don’t drill through the whole thing. Just slowly drill out the center of the head with a bit that is slightly smaller than the head, but larger than the shaft of the rivet. Once you’re deep enough, what’s left is like a ring that pops off and the rest can be pulled through from the other side. Don’t wanna damage the magazine if you can help it.
Center punch the head before you start drilling to make a little divot.
Disassemble the mag before you drill so you can see the other side, but as others said, probably a rivet. The bottom of the mag should slide off towards the front/back. Remove it slowly as the spring can/will launch parts everywhere. There's usually a spring base plate inside of the mag base, and the follower on top (note its orientation).
Appears to be a rivet, though I'm not sure... If it is, you drill those out

You may need a new spring if they shortened the original.
Hopefully the river just blocks the ammo and it's a standard spring.
Use a center punch on the rivet and drill it out.
