I would not be surprised if there are laws that allow Law Enforcement to "disable" a vehicle on public property, if it poses a threat to others or impedes the lawful enforcement of public policy. Considering the situation/context, the kid is probably lucky that they chose to "disable" his vehicle by slashing the tires, as opposed to outright melting the engine block.
Not only legal. It’s procedure. For any vehicle that can be used as a weapon (has happened a lot recently, protestors have been putting them in neutral and sending them down hills at cops. ) or if the vehicle was involved in a crime and they need to come back for it.
