Obama says a smooth transition of power is not explicitly in the constitution

In Obama's First Press Conference after Trump wins he sticks this little line in there that jumped out at me.

With all we know now about Spygate and what the Obama team was doing to the Trump team I thought it was quite telling that he sticks that "its not explicitly in the constitution" line in there
