pretty sure you can't be taxed by a state you left. Once you leave their jurisdiction, and move to another state the worst they can do is hit you on your final year's tax return that you lived there. If you move from CA to say, Texas, CA can't come knocking 10 years later and want to collect taxes from you. You're free to leave any state you want and states cannot charge you a "leaving tax"

They're going to get taxed if they stay too. If people leave, they'd be free of it in 10 years.

If California could actually enforce this. Which I don't see them managing.

This is probably not going to stand up in the long term but it will allow the state to fake solvency for a few more months / years and con investors to loan them money.
