Screw that "longer than twelve months" crap. Welfare shouldn't be for anything other than short term assistance. I'm all for helping out disabled and elderly that can't work but if anyone is able to work, there should be NO welfare beyond what is required to stay afloat until they can find work.

As for the work part, there are many government jobs that could be filled as part of receiving welfare. For that matter, we can pay people to pick up trash on the side of the street.
