scouters on bicycles, scooters, or skateboards scout for vulnerable targets. pyros or whatever they are called, who carry water bottles filled with an accelerant like gasoline, kerosene or other, move in and douse the target. While another moves behind them and ignites with a flare, or firework, molitov cocktail, or lighter.
There is the same phenomenon with engagement of people: line breakers, shield bearers, skirmishers, medics, etc.
