Democracy was never supposed to be the mob. Voters were supposed to be landed men.
That means the smallest political unit is not the individual, but the family.
By having only landed men vote, that ensures that only contributors to the economy get a say.
Those are the two critical principles of successful democracy, which is still worthwhile imo. What we have in the West now is just mob rule as you say.
The best, simplest and least discriminatory thing any democratic model could do right now is to restrict voting to those people who are Net Contributors to the national economy. We have the means now to quantify an individual's contribution and consumption. It's not gender based, it's not racist. It's not a very high bar. Just put in more than you take out and you'll get your vote.
This would be the first step to restoring sanity to government policy. The biggest improvement would come immediately with the removal of the majority of the insane voices from the gallery.

You are correct after the voting age and landholders requirements were abolished, we get this crap that we are witnessing today.
Thats what they don't tell you. many women were against that right.
