It would. In my system, you get allocated one vote for each year you've been an adult of voting age in that voting district. So if you're 28 born and raised a US citizen, you get 10 votes in Federal elections. But if you only moved to that state 3 years ago, you only 3 in state elections. When senior citizens are dumping 30-50 more votes per voter than a stupid kid in college, we don't need millions of people to vote for bland, pandering do-nothing candidate. A small percentage of the population can have a massively disproportionate influence on elections.

When we pass from this mortal sphere into eternity does our vote count go to infinity? Asking for a recently deceased friend who now has to vote Democrat.
