I was in Germany last year and this is pretty much true. I mean it's totally livable and I had a great time but any society that has convinced itself that "it has no culture" and can only be proud of itself for soccer matches is doomed.
I saw a lot of junkies on the street and it's almost as if the people, in particular the youth are in no way ready to face the harsh reality that's creeping up.
Sound like you're talking about Berlin. That place is a complete shit-hole, as described. Frankfurt is pretty shitty as well (but not as bad as Berlin). A lot of smaller cities in Germany are less fucked (probably because they rely on tourism?) but Germans themselves are mostly fucked. These people are oblivious on so many levels. Can't tell you how many times driving the 3 miles to work every day I've had to actively avoid getting into an accident with a German driver who wasn't paying attention or looking out or just doing something asinine out of impatience. It literally happens every day, sometimes multiple times in a single journey. Pedestrians are similarly oblivious and will not look out when crossing the street, even while jaywalking. So you constantly have to be on your guard when driving because these fuckers are suicidal. Goes into their whole lacking of common sense problem.
You know, until all the WWII vets are dead in Western Germany, I'm betting they're not all "tolerant faggots." Went with a former Wehrmacht Soldaten (my neighbor) to Koln one night. As we were strolling along talking, a group of Skinheads came up and started to give us some shit. He was like 65yo at the time, looked at me asked if I felt up to kicking a little skinhead ass, I said what the hell, let's dance. And those 20 somethings got the surprise of their young lives. Then we went to an actual Dance Hall. Memorable night to celebrate one of my young troops 21st. btw, my troops just stood there stunned. I might have been just a little tight that night.
